Welcome App in the Hamara-sugam wasn't building well , so this commit changed the changelog of debian fixed the debian Error: "can't build with source format '3.0 (native)': native package version may not have a revision"

• Changing changelog number to 3.0(native) form

Side-effects: None so far

Tested: OK
